Norway: Free riders receive a fine

The Norwegian Environment Agency has verified, whether 220 importers and manufacturers are members of an approved packaging scheme, which is required by the waste regulations. Twelve of these companies will now receive a fine for not having followed up on the Norwegian Environment Agency's order to register with a packaging scheme.

Collecting and recycling of packaging is highly cost-intensive and some of the collected packaging can be even used in new products. Therefore, it is very important to be a member of a packaging scheme to not only support them financially but also to be part of the circular economy development. Producer responsibility contributes to the circular economy, which in turn can help alleviate the climate crisis and has social and financial benefits. Besides, the market for plastic recycling has recently become more demanding in Norway. Green Dot Norway and Norsirk operate the compliance schemes in Norway. According to Green Dot Norway (Grønt Punkt Norge), the compliance schemes have lost around 40 million Norwegian Krone in a year in sales due to the free riders not participating in the packaging schemes. It has helped them improve the financial situation after the vast majority of the free riders that the Norwegian Environment Agency uncovered through the audit have now signed up for a membership with a compliance scheme.
