The new EU Packaging and Packaging Waste Regulation (PPWR), which came into force on 11 February 2025, replaces the previous EU Packaging Directive. One of the main aims of the PPWR is to harmonise the existing national legislations more closely, for example by introducing a uniform material identification system to facilitate consumer sorting. The new regulation will apply from 12 August 2028 (or 24 months after the entry into force of an implementing regulation).
In addition to the restrictions on the use of certain substances that are already in force, a whole range of new packaging design requirements will be introduced by the PPWR: from January 2030 (or 24 months after the entry into force of an implementing regulation), all packaging must be at least 70 percent recyclable. Packaging waste should be recycled in such a way that it can be used as a substitute for primary raw materials wherever possible. Further requirements for recyclability will be introduced successively, including ‘large-scale’ recycling from 2035.
From 2030 (or three years after the entry into force of an implementing regulation), the plastic part of the packaging must consist of 35 percent post-consumer recycled plastic, rising to 65 percent from 2040. According to the PPWR, the weight and volume of packaging must be reduced and empty space avoided.
