Currently, Extended Producer Responsibility (EPR) for packaging in Finland only applies to those companies that have a global annual turnover of 1 million euros or more. This turnover limit applies only until 31 December 2023.

As of 1 January 2024, all companies that place packaging on the Finnish market, regardless of their turnover, will be responsible for taking back and recycling their packaging. The new obligation was introduced by Act No. 1096/2022 of 22 December 2022 amending the Waste Management Act.

Affected companies have to join a producer responsibility organisation and report the annual packaging volumes. This applies, among others, to importers and distance sellers of packaged products.
