On 5 November 2025, the European Chemicals Agency (ECHA) added 1,1'-(ethane-1,2-diyl)bis[pentabromobenzene] (DBDPE) to the Candidate List of Substances of Very High Concern (SVHCs), which now includes 251 entries.

Flame retardant |
DBDPE is identified as very persistent and very bioaccumulative (vPvB) under Article 57(e) of REACH. It is commonly used as a flame retardant in various industrial applications and also in plastics, textiles, and electronics. This inclusion supports potential future restrictions on brominated flame retardants within the EU.
If an article contains a Candidate List substance above a concentration of 0.1 % (weight by weight), the suppliers must give their customers and consumers information on how to use it safely on request. Consumers have the right to ask suppliers if the products they buy contain substances of very high concern.
Key obligations for companies:
Provide customers with safe-use information and SVHC information if articles contain SVHCs above 0.1% w/w upon request.Importers and Producers must notify ECHA within six months (by 5 May 2026) if an article contains the newly added substance above the threshold.
EU and EEA suppliers of substances on the Candidate List, supplied either on their own or in mixtures, must update the safety data sheet they provide to their customers.
Submit notifications to the SCIP database under the Waste Framework Directive.
