The operative launch of commercial packaging in France is postponed once again

At the end of June, the scheduled launch of the new French EPR scheme for industrial and commercial packaging on 1 July 2026 seemed to be on track. The accreditations for the two producer responsibility organizations, Citeo and Leko, were even published in the French Official Journal on 24 June ahead of the official launch.

However, just two days later, on 26 June, Mathieu Lefèvre, the French Deputy Minister for Ecological Transition, announced in an interview with the newspaper Ouest France that the launch of this sector would be postponed indefinitely.

The Ministry justified the decision, on the one hand, by stating that “not all economic operators in the sector have yet been fully identified, particularly due to the delayed publication of the European Commission’s guidelines to Regulation (EU) 2025/40 on Packaging and Packaging Waste in June 2026”, and on the other hand, by noting that “the tariffs set by the producer responsibility organizations have only recently been published”.
