Germany: Packaging producers must provide data to the statistical offices

Since the Environmental Statistics Act was amended on May 8, 2024, some producers of packaging that are registered in the Central Agency Packaging Register (ZSVR) have received mail from the statistical office of the federal state in which the company is based.

The reason for this is paragraph 3, section 5a "Survey of the placing on the market and disposal of certain products". Producers who place packaging filled with goods on the market are the focus here: if they have been contacted by a statistical office as part of an annual random sample survey, they are obliged to submit data on the packaging placed on the market and taken back in the reporting year, which is 2023 for the current survey.

However, this only applies to packaging that is not subject to system participation, such as industrial packaging, transport packaging, or reusable packaging.

To submit the data within the deadline set by the Federal Statistical Office, an online questionnaire must be used, which can be accessed via the Federal Statistical Office's online platform IDEV using the relevant login details.

The Environmental Statistics Act also stipulates a full survey every ten years.
