On June 3, 2026, the Federal Government adopted the Action Plan to implement the National Circular Economy Strategy (NKWS). The plan aims to introduce twelve priority measures by the end of 2027 to strengthen the circular economy in Germany, secure the supply of raw materials, and increase the competitiveness of the economy.
Key measures include promoting investment and innovation in recycling and circular economy technologies, launching a digitalisation initiative focused on digital product passports, and placing greater emphasis on circular economy criteria in public procurement. In addition, the use of secondary raw materials and recycled plastics is to be expanded, and the recovery of critical raw materials is to be promoted.
Regulatory developments are also planned. Germany intends to further develop its circular economy legislation, expand producer responsibility, and implement new European requirements for packaging, textiles, and end-of-life vehicles. At the same time, the government aims to advocate at the EU level for effective and low-bureaucracy circular economy legislation, such as the planned Circular Economy Act (CEA).
