Copyright levies in Madagascar

According to media reports, the introduction of a copyright levy system in Madagascar is imminent. A uniform levy of six percent will be charged on the import of devices and storage media. The responsible body is the Office Malagasy des Droits d'Auteur (OMDA, Malagasy Copyright Office).

On an established legal basis, the practical introduction of a copyright levy system has been planned and prepared since 2018. This means that, until now, no levies have been set or collected and no distributions made. All that remains now is for the Minister of Communications and Culture to confirm that the system will come into effect. With the introduction of a levy system, the country is continuing a global trend of effectively using the financing instrument of copyright levies in practice to support rights holders.
