France introduces EPR obligation for industrial and commercial packaging

Extended producer responsibility (EPR) has been applicable to almost all industrial and commercial packaging in France since the beginning of 2026. Strictly speaking, the EPR sector for industrial and commercial packaging has been established since 2024. However, the obligation initially applied to packaging in the catering and hotel sectors.

Economic operators placing B2B packaging on the French market must comply with the new obligation as of 1 July 2026 and therefore have until that date to ensure readiness. Producer responsibility organizations also benefit from the transition period for their accreditation process. Important to know: Contribution payments are not due retroactively.

However, reporting obligations already apply today for B2B packaging, as well as for B2C packaging, if it is reusable: Anyone who places 10,000 packaging units or more on the French market is subject to the reporting obligation and must, for example, submit data to the French environmental agency ADEME. The reporting deadline is already in May 2026, well before the EPR deadline of 1 July 2026.
