France: Proposal for a New Reparability Index

In France, the Ministry of Environment is working on a new Reparability Index for electrical and electronic products. According to the respective legislative draft, the Reparability Index and its calculation parameters have to be provided by producers of EEE before placing the product on the market. The Reparability Index must be shown at point of sale or online in case of distance selling, and it may be affixed to the product or its packaging using the above label.

The Reparability Index has to be calculated based on the following parameters:

  • Documentation provided by the manufacturer
  • Ease of disassembly of the product
  • Availability of spare parts
  • Relationship between the price of the spare part and the price of the original product
  • Other criteria specific to the category of EEE

A synthetic score on a scale of 1 to 10 is to be assigned to each EEE.

The first products planned to be in scope of the new Reparability Index are washing machines, TV sets, smartphones, laptop computers and mowers.

In case this draft legislation is accepted, the final legislation enters into force on 1 January 2021.
