Estonia: Significant Changes for Companies Placing Small Quantities of Packaging on the Market

Companies placing plastic packaging up to 100 kg per annum and other packaging material up to 200 kg per annum on the market in Estonia had no obligation to take back and recycle their packaging until end of April 2023.

However, as of 1 May 2023, all smaller companies that place packaging on the market will also have to comply with the obligations under the current national packaging law, including the obligation to take back, collect and recycle the packaging.

The new obligation was introduced by Law No. 261 of 7 March 2023, amending the Packaging Law.

The obligations under the Packaging Act may be fulfilled either individually by the company or through a contract with an approved recycling organization.
